Portland Permit Fees Explained
Portland uses separate trade permits instead of one bundled fee. You pull a building permit, then add plumbing, electrical and mechanical as needed. The building permit itself follows a valuation-based formula. I pulled this from the Portland Building Permit Fee Schedule effective July 1 2025.
On an $8,000 project you pay $577. At $12,000 the fee jumps to $688. A $25,000 kitchen hits $1,046 for the building permit alone. So those numbers come straight from Table A in the 2025 fee PDF. (I had to cross-reference three different trade schedules to build the calculator you see on this page.)
Add the base trade fees. Electrical runs $225. Plumbing starts at $67. Mechanical sits at $171. Then Oregon tacks on a 12% state surcharge across everything. A $15,000 bathroom remodel ends up at about $1,454 total. Not cheap.
The Development Services Fee hits residential building permits too. All the same, it scales with valuation and sits on top of the base charge. Most cities don't split things this many ways. Portland does. If your contractor bids the job without listing each permit separately add at least 7-9% of project value for the full permit package. Otherwise you'll eat the surprise later.

What Needs a Permit in Portland?
You need a permit for most work that touches structure, systems or safety. Roof replacement requires one. Same for decks, siding, windows and basement finishes. Check the thresholds in the Land Use Services Fee Schedule. Many small ones slip under but don't assume.

Portland Penalty for Unpermitted Work
Portland doesn't play around with unpermitted work. The investigation fee starts at $153 per hour once they catch work that began before the permit. That comes from page 6 of the Portland Enforcement Fee and Penalty Schedule effective 2025.
Reinspection fees also run $153 each. Those add up quick if your rough-in fails. Permits that go inactive trigger reactivation costs. You pay half the new permit fee with a $217 minimum. Extension processing runs $217 per hour.
Nobody wants to pay these rates after the fact. The city makes real money on violations. Pull the permit up front. The math never works in favor of skipping it.
How Long Is a Building Permit Good For in Portland?
Portland permits don't list a fixed commencement or abandonment period in the fee schedules we reviewed. Extension is available though. The Permit Extension/Completion Processing Fee runs $217 per hour with a one-hour minimum.
Expired permits can be renewed once. The reactivation fee equals half the cost of a new permit but never drops below $217. Plan your timeline carefully. Start work inside the allowed window or these charges kick in.
File early. Processing isn't instant. If your project sits too long the permit dies and you start over at half price plus the reactivation fee. Not ideal.
Who Pulls the Permit in Portland?
Your contractor should pull the permits in Portland. Not you. The fee schedules don't spell out owner-builder rules but standard practice puts the licensed contractor on the hook for code compliance and insurance.

Oregon adds a 12% state surcharge on every permit Portland issues. Building, plumbing, electrical, mechanical. And honestly, it all gets hit. This isn't a local fee. State law requires it and Portland simply collects it.
That 12% turns a $1,000 base permit package into $1,120 before you even add other extras. On a $25,000 kitchen remodel the surcharge alone adds real money. Most homeowners never see it coming until the invoice arrives.
The electrical permit also references state rules under OAR 918-309 because Oregon handles electrical licensing at the state level.
