I pulled these exact figures from Table A in the PDD Fee Schedule Ordinance G-7465 approved December 2025 and effective January 20 2026. Phoenix bundles everything into one building permit. That means the $558 you pay on an $8,000 HVAC replacement covers mechanical work too. No extra trade permits.
A typical bathroom remodel around $15,000 runs $706 all in. That breaks down to $646 building permit plus $219 electrical plus $558 mechanical. Plumbing adds nothing in most cases. Kitchen remodels at $25,000 land at $906 total. The numbers come straight from the city's own tables.

Phoenix gives you a clear list of what skips the permit process. Sheds under 200 square feet don't need one. Fences three feet or shorter are exempt. You can replace a water heater without a permit if a licensed contractor does the work. Same deal for fixing leaks or swapping fixtures that don't move.
But don't assume everything slides. Do you need a permit in Phoenix to finish a basement? Yes. Do you need a permit in Phoenix to build a carport? Yes. But the city doesn't play loose on structural stuff. Skipping the permit triggers the penalties we cover next. Know the list before you start.

Phoenix Penalties for Unpermitted Work

Phoenix hits unpermitted work stiff. Yet the investigation fee runs $250 or the full permit fee whichever is greater. That amount can't exceed $2,500 per day from the moment work began until you pull the permit. Sec. 235 page 43 of the fee schedule spells it out.
The actual permit then doubles. You pay 2x the normal fee per Table A. Add a job site meeting fee of $195 per hour per inspection discipline with a $390 minimum. That's two hours minimum. Misdemeanor charges are also on the table under Chapter 9 Sec. 9-3. Each day counts as a separate offense.
Nobody wants that math. Pull the permit first. The city doesn't negotiate on this.

How Long Is a Building Permit Good For in Phoenix?

Phoenix permit duration details sit in the Construction Code rather than the fee schedule. We couldn't pull exact commencement or abandonment numbers from the PDFs. Extension is available though.
You can extend a permit for 50 percent of the current fee if you apply before it expires. Sec. 201 page 37. Reinstatement within one year of expiration also costs 50 percent of the current fee under Sec. 202.
Plan ahead. If your project stalls file for that extension on time. The refund policy isn't generous either. You get back 20 percent after they deduct a $195 processing fee minimum. Check with the building department on exact validity periods.

Who Should Pull the Permit in Phoenix?

The rules on who can pull a permit in Phoenix live in the Construction Code Administrative Provisions. We couldn't find them in the fee schedule or Chapter 9 PDFs. Most contractors pull the permit in their own name. That keeps the liability on them.

Compare that to cities that stack four or five separate trade fees. Phoenix simplified it. The trade permit base for plumbing often shows as $0 because it folds into the main fee. Electrical usually adds $219. Mechanical sometimes shows the full $558.
This approach cuts down on paperwork at the counter. It also makes our calculator cleaner. One input. One total. The city updated these rules in Ordinance G-7465 effective January 20 2026. (I spent three evenings chasing down the final PDF because the link on their site kept 404ing.) The single permit model isn't perfect but it beats the nickel and dime approach you see elsewhere.
