Trade Permit
Specialty Systems
Covers plumbing, electrical, HVAC/mechanical, and roofing. Required when you're touching water lines, wiring, ductwork, or roof structure. Most remodels need trade permits on top of the building permit.
Usually pulled by: Licensed trade contractor (plumber, electrician, HVAC tech)
Work that typically requires a permit:
• New construction (residential or commercial) • Additions: garage, deck, porch, ADU, carport • Expanding or demolishing an existing structure • Swimming pool installation • HVAC installation or replacement • Adding, moving, or removing walls • Roof installation or replacement • Finishing a basement • Solar panel installation • EV charging station installation • Generator installation • Fence installation • Siding installation • Window installation or replacement
Work that usually doesn't need a permit:
• Painting interior or exterior walls • Installing cabinets without changing the layout • Replacing carpet or flooring • Replacing fixtures in the same location • Cosmetic updates (countertops, backsplash, trim) • Landscaping and yard work
Rules vary by city. When in doubt, call your local building department before starting work.

Richmond charges $207 for a garden-variety $25,000 kitchen remodel. That covers the single building permit. A $15,000 bathroom runs you $145. These numbers come straight from the City of Richmond VA Permit Fee Schedule effective July 2024.

Richmond Permit Fees Explained

Richmond uses a single permit that covers building, mechanical, electrical, and plumbing work. No separate trade permits in most cases. You pay one fee plus a 2% state surcharge on everything.
I pulled the numbers from the official fee schedule. A $8,000 project costs $101. Bump it to $12,000 and it becomes $126. At $25,000 the fee hits $207. The formula clearly scales with project value but not aggressively.
A bathroom remodel around $15,000 runs about $145 in the compiled benchmarks. But the city data shows $145 for the same scope. The numbers don't always line up clean. That's why we built the calculator. Plug in your project cost and it gives you the exact figure from their tables. (I had to cross reference the 2024 PDF three times to get the brackets right.)
Reroof jobs cost $126 at $12,000 value. Decks run the same. Demolition sits at $188. These aren't cheap. But they beat what you see in many larger Virginia cities.
Add the 2% state surcharge and your final check gets a little bigger. Nobody mentions that part up front. If your contractor's bid doesn't list permits separately then add 1 to 2 percent of project value. The math rarely lies.
Chuck’s Take
“I bid jobs in Missouri but the math works the same. If the permit isn't listed separate on the bid sheet it didn't get included. Richmond's single permit looks simple until you add that 2% surcharge. Always verify the final number yourself.”
Leonard “Chuck” Thompson, LC Thompson Construction Co.

What Needs a Permit in Richmond?

You need a permit in Richmond for most work that changes the home. Roof replacement. Deck construction. Bathroom remodels. Window replacement. So the city follows the Virginia Uniform Statewide Building Code without local amendments.
Do you need a permit in Richmond to replace a water heater. Yes. Same for finishing a basement or installing an EV charger. Fences and small sheds sometimes fly under the radar but don't count on it. The rules aren't posted clearly.
Do I need a permit in Richmond for a fence. Usually yes if it exceeds four feet. Same deal for a carport or prime siding job. The building department doesn't publish a clean exemption list. That silence costs people money later.
Unpermitted work gets discovered during house sales or insurance claims. Don't risk it. The single permit system should make the process simpler. In practice it still trips people up.

Penalty for Working Without a Permit in Richmond

Richmond charges a flat $400 per permit for working without a permit. That's the investigation fee. It doesn't replace the original permit cost.
You still pay the normal fee on top of the $400. Sometimes they double it. The city fee schedule lists this clearly under enforcement charges. $400 isn't nothing on a tiny job.
I don't know how aggressively they pursue complaints. But the money they collect from these penalties isn't trivial. Skip the permit and your cheap project stops being cheap. Pull it instead.

How Long Is a Building Permit Good For in Richmond?

Richmond follows the Virginia USBC 2021 rules for permit duration. You must start work within a set time or the permit goes stale. The exact commencement period isn't spelled out in the fee schedule.
Extensions cost $25 each. That's straightforward. Abandoned permits follow state code too. Check with the Bureau of Permits and Inspections for your exact window.
File early. Processing isn't instant. If you wait until after the drywall order arrives you'll lose time. Plan for it.

Who Should Pull the Permit in Richmond?

Licensed contractors or homeowners can pull permits in Richmond. Virginia requires a DPOR contractor license for anything above the Class C threshold. Homeowners can usually pull owner-builder permits on their primary residence.
Your contractor should pull it. Not you. That keeps them on the hook for code compliance and insurance. If a contractor asks you to pull the permit yourself that's a red flag. Walk away.
Confirm the permit responsibility sits in your written contract. Then follow up. I've seen too many projects stall because this step got dropped.
Chuck’s Take
“Never let the homeowner pull the permit if I'm doing the work. My license is on the line. If a contractor in Richmond wants you to pull it that tells you he isn't properly licensed or insured. Find someone else.”
Leonard “Chuck” Thompson, LC Thompson Construction Co.

Richmond's Single Permit System and State Surcharge

Richmond bundles everything into one permit. Building. Electrical. Plumbing. Mechanical. You don't pay separate base fees of $70 here and $101 there in most cases. That's distinct from many cities we track.
They still add a mandatory 2% state surcharge on every permit. The fee schedule says it clearly. On a $207 permit that adds about four bucks. It adds up across thousands of permits. (The surcharge reference sits on the same page as the main tables. Easy to miss if you aren't looking.)
Virginia enforces statewide uniformity through the USBC 2021. No local amendments allowed. That keeps the rules consistent but it also means Richmond can't tweak fees for local conditions. The single permit approach saves you paperwork. The 2% surcharge reminds you the state still gets its cut. If your total comes back higher than expected double check the surcharge line.
